Guys, it's a fungus. Pure and simple. Jerking it with hand cream, whatever. Fungus a la yesat infection, and/or possibly ecsema. If it went away it is cause your body fought it off. You can get a pill or cream for it. It's not uncommon, obviously. If you drink, lay off the barley (beer).

I had the same problem a few weeks back. Went to the doctor and all STD / VD test were non reactive. But I bought a new bathing soap which was really perfumed. I was prescribed Dermabacter lotion and dettol soap which I applied for 2 weeks and everything went to normal.

While it is impossible to tell from a post over the internet what it sounds like you folks are dealing with is a fungal infection, or Jock Itch. The causes can be many, including having bare skin come in contact with the fungus left by someone else that is infected with the disorder, but that isn't absolutely necessary as the spores exist in a lot of places.
Warm, damp, places on the body: like feet, groin area and under arms are susceptable as fungi like it warm and wet. Being diabetic can have an impact, as if you are running "sweet" [blood sugar is too high for an extended period of time] it can provide a better enviorment for fungus to grow.
The treatment is clean the area with a good anti-fungal shampoo. I prefer Neutrogena T-Gel original tar formula. Then treat the area with a good anti-tinea [the fungus that causes athelete's foot and jock itch] cream or spray. I use Lotrimin. Keep the area clean and use fresh towels, and DO NOT let anyone use the towels you have been using while you are dealing with this. It can be contagious to someone with the right breading enviorment [warm, damp. "sweet"].
By the way, if you get this a lot have your blood sugar checked.
Good luck.
