My sister got burnt her palm ,it has swollen badly, she has applied tooth paste, tell me what to do?

Have her see her doctor.  Toothpaste won't do anything.  Just use cold water to stop the burning and then cool it to reduce the swelling, be careful with ice it can lead to frostbite.

If it is badly swollen then she needs to see her doctor as it's likely a deeper burn.  Scar tissue can form and cause problems with the use of the hand if not treated.

She'll need to keep the burn clean and dry while it heals.  Again though, I'd suggest she see her doctor.
