I can't pull my foreskin back at all there is a vein travelling from my testes to the inside of my penis and it's stuck in a way I am 14 and I haven't hit puberty I'm very worried will this affect me in any way???

It's NORMAL for you not to be able to pull your foreskin back, until about 16 or so.
Can you describe what you mean about the stuck vein? There are tubes that carry sperm/blood to your testicals that you might feel.
Do you have any signs of puberty? It's not uncommon for a male to not start puberty until as late as 15.
