Scrotum rash dryness itchy

I have been having a problem that begun a few months ago as small red spots on my scrotum. As of today, they are many spots along with a few large spots. Speaking large, as in, bigger than half dollar coins. Anyway, these areas a rosie red and dry. It becomes leather like from the dryness and tightening. They itch from dryness and continue to grown in size. During the day, seems to not be an issue but at night, I am constantly itching. This also come around to my rear end. My inner cheeks and anal area are also red and itchy and dry. This too, at night, is very itchy and keeps me up scratching. I have applied moisturizing lotions and been using lamicel for a couple weeks with no improvement at all. It does not affect my legs at all nor my penis and areas around it. Just my scrotum and anal area. If anyone could help me out, PLEASE do.
