Just make shure it has 0 nicotine and you'll be fine. Ive been doing it since i was 13 and now im 16 and i feel perfectly fine.
Actually as nicotine is bad for u because it thickens the heart vessels well there is something obviously the same which is sugar is the same thing as nicotine they cause heart problems but sugar does too so why argue?

If you get a juice with nicotine it's bad if it's a rechargeable shisha pen with 0mg nicotine your fine just don't use it a lot at once or the juice gets too hot and caramelises but I'd get one I think it would save curiosity about smoking real cigarettes later in life :)

I oblige it is not safer due to the water in her lungs creating mold, I'd say, go to the smoke shop, get a vape pen and get the flavor without nicotine.
