I was recently circumcised since i had a phimosis. Also had my frenulum removed. The skin over my penis only goes back 1/3rd of the way and does not go the whole way. Is it a problem? if so how can it be made to go the whole way

I would like to help but need some things clarified.
First, you said that you were circumcised for phimosis. Circumcision is not the remedy for phimosis, stretching the foreskin is the correction.
Second, why did you have your frenulum removed? Did they tell you?
Third, since your foreskin was removed, which skin goes back 1/3 of the way? Is it the whole outer layer of flexible, smooth skin that covers the entire penis? And what seems to be preventing it from going all the way?
Im sure we can get answers to your concerns when you make these things clear.

Well i was told my foreskin and my frenulum, both were tight as a result of which my skin wouldnt go to its original position after being pulled back on erection.
Yes. it is the outer layer of flexible skin that does not go all the way. I have no idea why it wouldn't go. Perhaps, not enough of skin ???

I am really sad to hear of what they did to you. You say that the skin simply would not easily go back to covering the head after being retracted. That means that it was able to be retracted but was just a little tight. A little stretching would have made it retract and recover very smoothly. Most boys have a snug foreskin like yours was.
And the fact that you cannot pull the outer skin of the shaft down very far seems to indicate that they removed too much of the foreskin, in fact more than foreskin but also some of the penis cover too.
This sounds to me like an overzealous surgeon. I heard of these things happening in the past, but today doctors do not often try to force their personal opinions on innocent patients.
