you should see a doctor. im much younger and my hands tingle all the time.
I'm not sure what COPD would really have to do with your arm, but I would still go see your doctor. I think that maybe you might have a pinched nurve in your arm. My hands and finger tips randomly get tingly and its due to a nerve in my back
