At age 13, your foreskin probably does not yet retract so you may wash out your foreskin without retracting.
Here are two ways:

I have that fishy smell too and I'm currently undergoing treatment from a doc, recent urine test indicated no infections, or STI/STD. I was on antibiotics and the smell went away for a couple of weeks, then returned. I've been put on stronger antibiotics, prescribed today for 7 days.
