Oil yes, vinegar no. Vinegar is a mild form of acetic acid and the area of the penis, glans, foreskin should be kept in a base state or you could find burning, chaffing, and even adhesions of the skin of the foreskin to the glans. As for oil, yes, you can use olive oil or baby oil. These are very mild and very slippery and will not burn or chafe. You will find these oils by themselves pleasurable. Vineger and oil makes a good salad dressing though!
