I'm 15 now and for some reason when I pull my foreskin past my penis head I see what looks like a pink skin attached to my penis head is this okay or not?

Google "frenulum" and see if that's what it is. It's NORMAL.
It is also NORMAL for you to have some skin tags until around age 16 or so. These will separate on their own through normal erections and masturbation. Don't force them, they can leave a scar.
