I don't think they're Fordyce spots nor cysts. They're like white small unnoticeable bumps. I can pop them easily and they get out this white oily paste. And when you do they're like 80% gone but after a day they fill up again. They have heads or pores. They don't hurt or get infected when they get popped. They've been there since puberty like 10 or more years ago and they just don't go away.
If they arent pus and no infection and it always returns the only thing i can think is that it is kèratin, a type of protein our body produces. This type of build up is usually where hair folicles are(I get this on my chest area for instance) Honestly you could see a doc about treatment. Maybe look for a genital safe exfoliant just to open those pores and clear it out. For me this problem has never gone away but i try to exfoliate to maintain and keep it from being too noticable. If it is keratin build up, then it really doesnt go away and its just something you have to maintain and keep extra clean(bc sweat and dirt dont help)
