I have some white stuff under the skin on my penis, there more near my veins etc. It is not smegma and it is under the actual skin; I have pulled my foreskin back and it moves with my skin. Anyone know what it is?

I said it's not smegma, i've had smegma before and i cleaned it out; what's under my skin is white clumps that potrude through the skin.
