Your only 13!! so don't stress about it too much! you probably haven't even begun puberty yet, or are just starting! those who said they could ejaculate 4 years ago are liars!! their only saying that to be 'cool' so don't worry too much. Your penis will grow as you begin puberty, so theres pleanty of time for it to get bigger, your a good size for your age so don't fret. Having feelings for girls is very normal, if she is close to you then you may fantasize about her, but your feelings will change as you get older, its like having a crush on a teacher...both your mind and body are growing sexually. But don't be embarrassed talking to your mom about that kind of stuff, i'm sure she has some knowledge. or like atikenum suggested, talk with your doctor or teacher or counsellor you feel comfortable with.
