14 boy and puberty?

I have no pubic hair. No armpit hair, my complexion is great, my legs have those fine hairs I've always had, I'm still the shortest in my class, I've even had people come up to me while I'm on vacation and ask me my age and I tell them 14 and they laugh and directly to my face say 'your so short!' And there's nothing I can do but laugh. Anyways my penis hasn't grown neither has my testes I'm only about five feet nine inches tall and I'm 14 as of April going to be a high school freshman. I'm getting tired and annoyed of rude remarks made by people who I don't even know or sometimes people who I have met before. Everybody thinks I'm round the 8-10 year old range. I also love basketball and other height related sports but no chance for me being in the nations top athletic high school haha.
