When did you start puberty? Your penis does seem a little smaller than average for your age - but the way a condom fits really doesn't have anything to do with how long your penis is...it has to do with how wide (how much girth) it is.
A guys penis can continue to grow slightly until he is 18-20...so you should still see a little bit of growth.
There is no side effect of masturbating everyday. Enjoy it.
