Whenever im pulling out the skin there is a sharp sense of pain, if i was circumsized i guess there wouldnt be a problem in removing the hair!

Just go to the doctor. It's probably nothing to worry about, but it's been a problem for a week - it might or might not go away by itself.
The doc will sort it out and provide reassurance. Afterward you'll wonder why you delayed.
Normally, an ingrown (or other) hair would not be a reason to get cut. Your description of where exactly the hair is, and why it's hurting leaves me very unsure as to what's going on with you. A picture would possibly help, if you can photograph it the precise location.

"Near the glans" could be anywhere. Don't actually know if it's a problem or not, but if it's hurting you, that sounds like a problem.
