MY 12 year old daughter has a blood blister on her forehead (near the hairline).   It's the size of a bb pellet.   Any idea what to do?

Well, I can't help but stating the obvious - you have to take your daughter to the doctor, preferably a dermatologist. I'm saying that because the blister itself is almost certainly nothing too serious - blood blisters form when small blood vessel underneath the top layer of the skin ruptures which then causes blood to collect and form the blister. But what potentially might be dangerous is the blister bursting and allowing bacteria to enter skin and cause major problems. And since its located in such are where irritation is easily possible, I think that, if you can, it would be best that a doctor handles it. For how log has it been there?
