The extra skin would be from your circumcision it is nothing to worry about and it is normal for boys that have been circumcised.
Some boys are left with a bit more of their foreskin when they are circumcised so your right it's natural for boys that are circumcised.

Sounds like you have a skin bridge. If you're circumcised it's because either the circumcision was botched or your parents didn't care for it well enough afterward while healing. If you're intact, then it's from somebody forcefully pulling your skin back before they should have.
I think I have the same problem. I have some extra skin on the bottom left of my penis. My penis is bent towards left and I think it's because of that extra skin. The skin is a bit darker than the rest of my penis and it is located just below the head of my penis. Can you send me a pic or something? Or tell me what to search on google to see if I have the same problem as you.
