If your talking about the frenulum then that is natural and any guy that has a foreskin will have a frenulum exactly as every one make or female has a frenulum under there tongue.

You don't need an operation, when you take a bath just pull your foreskin back as far as you can and just keep it pulled back to put some pressure on where It's attached and after a while of doing it your find it will gradually release.

The operation is probably not necessary you can try gently pulling your foreskin back on your own to try and separate it doing when your taking a bath will make it easier.
Just don't try to force it back you will hurt yourself if you try it just do it slowly and gradually it will take awhile for it to release.
