Puberty usualy hits boys when theyre between the ages of 11 - 14 and some times a couple of years before or after. Besides there is no shame in having a small penis when you´re 13 yeas old it´s really normal and you shouldent have sex with others when you´re so young, enjoy your youth becaus it doesent last that long.
