Any sexual contact carries the risk of pregnancy. Even "2 seconds of penetration."
How do you know he didn't ejaculate in you? He can ejaculate more than once.
While it's not likely that you are pregnant there is the chance. Be careful in the future. a "foggy" mind means you aren't exactly sure of what you are/were doing. Think about that the next time you are drinking.

The white stuff was likely her fluids, not yours. But, NEVER reuse a condom. If you put it on wrong, throw it out.
You very likely had sex near her PEAK fertility, about day 14-15 of her cycle, 4-5 days for her period then 10 days later. She'd normally ovulate between days 11-16.
Could she get pregnant? There is a chance but the odds are probably low in this case unless there was sperm on the "outside" of the condom.
