It's really hard to tel without seeing, even then I'm not a health care worker, but when you describe it as a circle the first thing I think of is ringworm, although you are describing this a skin coloured ringworm is usually pink to red... If it is the Dr can give you an anti fungal cream, as it is easily caught and needs to be treated as soon as you can. With eye herpes although everything has to starts someplace, you would probably be at the DR as it's not very present looking and in most cases the eye swells and leaks gunk, along with sores around the eye. These do start off skin coloured but very soon crack and start to look yellow,pinkish red and scabby. If you take the child to a pharmacy the pharmacist will have a very good idea what is causing it, and although not every medication is available without prescription you will at least know the cause.
