Seems everyone is very confused and is terrible at google searching..
I am 17 and have delt/dealing with both of the two conditions you are talking about.

The first condition is called phimosis. This is where the foreskin is tight and cannot be pulled back to reveal the glans. This can be partial, where the foreskin can be pulled back, but is tight. Or the foreskin cannot be pulled back at all. http://en.wikipedia.org/wiki/Phimosis

The second is called frenulum breve. This is where the foreskin can be pulled over the head but cannot go any further due to a tight band of skin on the underside of the penis that seems to connect the foreskin and the glans (head). http://en.wikipedia.org/wiki/Frenulum_breve

About a year ago I discovered I had phimosis, and as you can probably all understand I was very worried and upset. I had a very bad case (although not as bad as the pic in the wiki article) in that I could not even see my glans at all no matter how far I tried to pull my foreskin back. I did not want to go to see a docter and definatly did not want to get surgery. After doing some googling I found that stretching exercises might be able to cure it. They all sugested stretching in the bath, or going to the docter and getting Betamethasone cream (which is good if you can get it) etc, but there was no way I could start taking bath twice a day while living at home with parents and siblings. Instead I simply stretched my foreskin for 15 - 20mins every night while lying in bed before I went to sleep. In around 3 months My foreskin was retracting perfectly, almost, except I also had frenulum breve, which I am yet to tackle as I have just stopped stretching for quite a while.

It is very important not to stretch too far as you can cause scaring which will stop you from stretching at all. Stretch far enough untill it is slightly uncomfortable but not to cause any pain.

I found that all the information on the internet was very conflicting and misinforming with lots of sites and people saying that phimosis can only be cured by surgery. This is not true! Any phimosis can be cured by stretching. As for frenulum breve I am yet to find out whether it can be cured by streching but I am hopeful, even if it takes me a year! haha Anyway good luck and don't stress about it.

im 15, virgin and i think i may have frenulum breve but im not entirely sure. Unerect i can easily roll my foreskin back but it does tilt the head down a bit, is this normal? When erect i can retract it past the head but not much further, again im not too sure if this is normal? Any suggestions?

could someone please help im just 14 years old and i think i have a frenulum breve but i dont wont to talk to anyone about this because im imbarased but could you give me advice on what to do and if this is normal for me and could i grow out of this because im hoping when my penis grows my frenulum will get stretchier and i noticed a little tear in it once but it has healed now but i can manage to just put my foreskin over the head of my penis and theres still some skin that left over because my frenulum wont stretch any further without it causing pain and sometimes it going red when i try pulling it further back so if someone replies to this that would be very much apreciated.

I am 14 almost fifteen an i'm pretty sure i have frenulum breve. I noticed this when i was thirteen but it didn't get in the way of stuff too much. When i'm flaccid i can retract my foreskin and it slightly pulls my head down although this doesn't get in the way of hygiene. When im errect i can only just pull my foreskin past my head but it is stretched and wont stay. Any help with this would be great but i dont really want to involve anyone. I would consider seeing a general practitioner but only when i'm older. Any help on this would be great.

i am 15 as well and im pretty well sure i have frenelum breve, when i roll back my foreskin just a little bit it hurts. I was reading one day that this is common and it can be retracted at any time depending on the person, so don't worry too much, and just see if it's still the same when you are 18 or 19, "when you are an adult" if you still can't, a doctor may be a good idea.

the size depends(it depends of the size of your penis' head), it should completely retract so that the whole glans/head is naked

I am 16 and have phimosis and probably frenulum breve. Phimosis can be cured by stretching because the skin creates more cells so it can stretch more so i guess that the frenulum which is just skin aswell would get longer with some stretching exercise.

Penis frenulum should be streched back and forth as many times as required, for 7 - 10 days. Then this step should be repeated as many times as required. The surface of penis should be kept clean by washing cleanly with soap and water. Frenulum needs to be washed properly with soap and water to prevent smell and send out a fresh smell. This will make frenulum painless and penis will smell fresh too.

Yes it does but you must be vigilant with it and use steroid cream. I know because I did it and now I'm fine.

Yes, the frenulum can be stretched to relieve frenulum breve but you need to focus on stretching the frenulum.

Thank you for this post. There is, indeed, a lot of misinformation out there.

You can stretch the frenulum manually just like you do your foreskin. That is the best course of action if the frenulum is too short to permit your foreskin to retract.

There also is a minor operation to relieve the frenulum, called frenuloplasty and another called frenectomy. One of these might be necessary, if the stretching does not work.

Don’t let anyone sell you a circumcision. Circumcision is NOT necessary to treat this condition.

i had a 15 cm penis at 17 but then something happened no injury etc but strange that foreskin did not go back automatically. and penis is just 12 cm when erect. after strecthing i am able to roll foreskin back the glans but still size is 12 cm max. and it is same after 8 years.

the measurements are same

the fat issue or exitement issue is ruled out because the way 15 cm was measured the same way 11cm is measured

is it possible that my frenellum is tight not allowing my penis to get full erection and decreasing its size by 2-3 cm. can getting is removed but keeping foreskin as it is help  gain some length.
