I had the same problem when I was 14 until a friend told me to keep slowly pushing my foreskin back to the head. I did this for a month or so and in the end my foreskin was flexible enough to go all the way to my Head. Just make sure you pull it slowly as much as you can a day in the showers or so. Each day you make a progress and in the end you should have your foreskin flexible enough to reach the head. I'm 18 now and I have no trouble pulling my foreskin back and forth.
