I Currently run a 40 in 5.4-5.5. I dropped it down a bit from plyometric training, I also am running hills, 3 mile runs, and working on the form, and pumping my arms. I was hoping someone here could possible tell me some ways to bring down my 40 time, I am willing to work very hard on it. So if anyone could help me, tell me how they do it, it would be great.

Jason, unless someone else here is willing to throw their hat into the ring the best advice I can give you is to work with an athletics coach. I do coach a few sprinters here (Southen hemisphere) in our summer but I would find it near impossible to give any specific advice through these forums.
What event are you training for? Are your 40m or 40 yd. times from blocks or are they fly starts? Are you building up for a competition season?Are you in the middle of competing at present if so you should not be running 3 milers and running hills and concentrating on pure speed.
I am guessing you are in your teens therefore it is important to concentrate on the development of a running technique that is based on sound mechanics to fit YOUR requirements. No two athlets are identical in looks, nor are their needs or weaknesses.
You really need a coach Jason or at least someone with an understanding of the basic mechanics of sprinting.
