I am 13 and dont know if I had hit puberty yet. I have a few pubic hairs no chest or arm hair. But I have felt little micro hairs on my face. I am 4ft 10in and my penis is 2in long I masterbate alot but nothing comes out. My voice has not deepened yet and im skinny (mostly on the arms) I have a little bit of arm hair but I have no signs of it on my appearance. Please help!!!!!!

It sounds as though it is just starting - since you see some pubic hair.
Not everything happens at once. Give it some time. Usually pubic hair comes first and underarm hair later on.
Everything you have posted is NORMAL.
