I have got a rash on my upper arms and back and chest...Help!

Yes - I also have this very specific body area rash.  It's not itchy, and looks a little like a capillary burst - red. But only on the upper arms, chest and upper back.  I have had it for at least 3 months, and have had a blood test in the interim that didn't show anything specific.  All organs were performing normally. I do have high cholestrol, and have changed medication for that, but the rash had appeared a good month or more before this. It didn't seem to bother my doctor - but it is unsightly, and is bothering me.
