Hello I am a 21 year old male and have 2 questions.
1. I seem to be able to pull my foreskin down well too far I mean It pulls well over the head but can still be pulled down as far down the penis as another inch is this normall?
2. My foreskin seems to brake alot although it can be pulled further down it would seem it is still too tight or something, as when my gf plays with me although not rough she splits the foreskin into like paper cuts this also happens with sex, when I masterbate and during oral we then have to stop for 4 weeks to let it heal and then it brakes again any ideas? or connections?

What direction do the cuts go?
If they are lengthwise, that means it's being stretched because it's too tight. That's exactly what happens when you try to stretch it to loosen it.
It's been many years since I stretched mine on purpose because it was too tight and it would get behind the head during sex and it hurt. I don't remember having to wait 4 weeks for it to heal when I split it like you describe from stretching it. It seems like it only took a few days.
For me, there's no such thing as being able to pull it down too far. Mine pulls back so the tip is almost at the bottom of the shaft and I like it like that. So does my wife.
When we were first married, my frenulum used to tear often. Eventually it was no longer recognizable as a frenulum and my foreskin has nothing stopping it from going all the way back. It's absolutely wonderful being able to move it like that. :-D :-D

The simple answer is to not do what hurts. Keep your foreskin over the head and don't pull it back if it splits.
Over the longer term, you need to start stretching it to cause tissue expansion.
When your penis is erect, gently pull your foreskin back against the head of the penis. As the head attempts to pass through the foreskin it will stretch the skin a little. Do this every day and in a few weeks or months your foreskin will widen and you will be able to retract your foreskin. Do NOT force retraction. Do NOT cause yourself pain.
It works by tissue expansion. Stretching skin induces “mitosis” which is a word that means “division of cells”. New skin cells are formed and the skin expands but it takes some time. The increase in size is permanent. Be patient and give mitosis time to work.
The important thing is to put the skin under tension every day so that it will grow wider.
