1. Yes you will need to make sure you keep the area clean. Every time you wash retract your foreskin and give it a good clean out underneath using water. Water is enough, as some soaps will be very irritable.
2. Its up to you. There's no reason to, but some people like it permanently retracted. Whatever feels best for you.
