im 14, have no armpit hair, decent amount of pubic hair around my penis but a little around my sack, high voice, my penis is about 3/2 inches but for some reason im mostly always hard what does it mean?

You have started puberty maybe a bit late compared to some depending on when you started getting pubic hair.
Armpit hair for some guys happens a little latter maybe around 15 or 16 your voice will start to change soon enough.
Your penis size is fine for someone that is in the early stages of puberty.
Being hard a lot is normal frequent erections are part of puberty and they can happen at very awkward times most guys have had it happen.
At least with being a bit smaller it's not so noticeable unless it happens in the change room or shower for gym class.
It sounds like you are developing just as you should be.
All you need is more time for the things your concerned about to change.
