i'm 24 years old...still i can see foreskin on penis covering the head of penis and Cant get it back...and mostly i want to convey my wish that i am worried allot from so long time is about my size of penis is just 9 CM when it is erect ..is it ok for getting married..Pls suggest me regarding fore skin on my penis(Treatment) and its size too....

See a urologist for an evaluation.
You can try to stretch your foreskin but at 24 the skin is much tougher than that of a teen. Usually you can retract fully by about 16 or so. Your doctor may prescribe steroids to help you with stretching.
You stretch by getting an erection and pulling down on the shaft skin so that the glans spreads the opening OR you can use your fingers. Do this in the shower, warm water helps soften the skin.
9cm is about 3.5". Are you overweight? Any fat on the groin can make your penis appear smaller.
You can certainly have sex and become a father, no issues. Only about the first 3" of the vagina are sensitive.

At 24 it is unlikely your penis will grow any more.
Be proud of what you have. Use it to your best ability and focus on your wifes pleasure, not yours. Oral can do wonders.
You really should see about retracting your foreskin. It will make sex more comfortable for both of you and it is how your body should work.
