Normal for someone who hasn't started puberty yet or for someone in the early part of puberty. Don't suppose you've got pubic hair yet do you?

It will grow as much and at the age you have in your genes. Just relax! You are only 13. No matter how much you want to, you cannot be 20 cm at this age.
