You are still growing. Give your penis some time to grow too. In some guys they get hairy first, other guys get bigger first.
As for ejaculating fast, slow down and learn what it feels like before you get ready to ejaculate. Try to bring yourself to that point then stop, or hold it near there. You need to train your body NOT to want to ejaculate fast. It also helps if you have a place where you can get some privacy (and a lock on the door.)
It's also not uncommon for a guy to have their penis grow into their early 20's.
