I'm 16 and My penis is only an inch when not erect but 3-4 when erect.I also have some fat down at the base of my penis.is this normal?will it grow some more?

How long ago did you start puberty? 3-4" is a little smaller than average - but that is why they call is an average, because 1/2 of the people are smaller than that, and 1/2 are larger. BUT - you are still every much in the middle of puberty either way, and probably still are going to grow bigger. Regardless, you get what you get, and it works the same no matter the size, so it's not something I would spend too much time worrying about...you have no control over it!
