Pimple-like things on penis shaft and balls.

Not sexually active, 14 year old. I have pimple-like small bumps on my penis shaft and balls. There are pretty much of them on shaft near balls and a few near foreskin. I also have some very small bumps on and under foreskin , they are very small but similar to the bigger ones on shaft and balls. On the shaft, white stuff comes out of them if u pop them. They have been on me few years and they aren't uncomfortable so no problems but they just don't look that good and I have no idea what they are. What are they and can I do anything about them?
