There were actually twelve. The study was explaining that five of the men included in the study had issues with premature ejaculation, three secreted excessive amounts of fluid during foreplay and the last four were considered normal, healthy males.

There is no "best form" of birth control for everyone. There are so many factors to consider. Even speaking solely about effectiveness rates, an IUD or IUS have over 99% effectiveness as well. Tubal ligation does too.

Check your studies. Arguably the most prestigious medical publication of this medical specialty in England published a study in which 41% of their subjects secreted some sperm along with their precum (study summary and references below). The cowper's gland does not secret sperm but many men do secret some sperm along with their precum. Another study showed that most men do secret some sperm when moderately to highly aroused. Of these men, the more highly aroused the more likely they secret some sperm prior to full ejaculation and the greater they are aroused the more sperm they tend to "pre-release". The much larger study also showed that a small percentage of men express a large amount of sperm throughout arousal and another group of men who prematurely ejaculate due to physical factors (vs psychological factors) tend to express sperm throughout arousal.
The bottom line, why risk it? The consequences are some of the greatest you deal with in life.

Abstract
This study was designed to establish whether motile spermatozoa are released with pre-ejaculatory fluid and whether this fluid therefore poses a risk for unintended pregnancy. Forty samples of pre-ejaculatory fluid were examined from 27 volunteer men. Samples were obtained by masturbation and by touching the end of the penis with a Petri dish prior to ejaculation. Eleven of the 27 subjects (41%) produced pre-ejaculatory samples that contained spermatozoa and in 10 of these cases (37%), a reasonable proportion of the sperm was motile. The volunteers produced on up to five separate occasions and sperms were found in either all or none of their pre-ejaculatory samples. Hence, condoms should continue to be used from the first moment of genital contact, although it may be that some men, less likely to leak spermatozoa in their pre-ejaculatory fluid, are able to practice coitus interruptus more successfully than others
