For a couple of months now I've been suffering from a red itchy area which sometimes has flaky dead skin on and around it, on my scrotum. It comes and goes nomrally when I put moisturizer onto it. I haven't had sex before so it's unlikely to be a STD, so what could it be?

It could be some kind of fungal infection or even contact dermatitis. They could have similar symptoms. you may try applying some kind of anti-fungal ointment for a period of time and if that doesn't help you could see a dermatologist and have this figured out.
