I'm only 15 and I have never had sex, but I'm wondering if this is somehow Herpes or another STD of some form. My hands get really dry in the winter and crack and bleed, so maybe by blood somehow accidentally mixed with someone with an STD. I just noticed these bumps today and there are a lot of them

I think it unlikely that is an STD. These lumps, are they on the shaft itself? They could be sebaceous prominence, basically an oil gland. They are very common and not a sign of infection. They often appear during puberty.
Without seeing them, don't post pictures, we can only guess. If you can provide a detailed description, as to the size of these bumps, it might help confirm or look it up and compare what you see on the web to what you've got.
Again, I don't believe it is an STD.
