Recently while i was masturbating, i had a problem i guess. After i was done, i got out of the shower and went to urinate.
Unfortunately, near the head of my penis, i noticed a strong irritation. It seems as though the foreskin is stuck to the head, and if i slightly tug it it irritates the whole penis. Ive never had this happen before, please help.

Sounds like it might be an adheasion to the head of the penis.
Try sitting in a warm bath and soaking for a half hour or so.
Make sure your penis is completely submerged, and soaking.
Then try to gently tug or flex that attachment until it comes apart.
If this doesn't work the first time, wait a day and try it again...twice more if necessary.
If you still have pain, and it isn't desolving or getting better, then make an appointment with your gp doctor.
Tell him up front what you have and why it worries you. And you'll find he's seen it all and knows just what to do.
