No the foreskin doesn't HAVE to retract but unprotected sex is much more comfortable and pleasing for both partners if it does so easily and without pain. The sensitivity of the head is not much of an issue during sex as the head will be rolling in and out of the foreskin inside the vagina so the head is only touching the soft tissue all the way inside.
So if yours doesn't retract easily it's something to work on for future pleasure but certainly not necessary.
As for sex with a condom, I'm no expert on that as I only used one once, with my wife. It broke and we never bothered with that again.
I would think it might work best if you can uncover the glans so you are putting the condom on what looks like a circumcised penis. That should prevent it from sliding in and out of the foreskin inside the condom which I can imagine might cause irritation problems.
If, when you say tip you mean the whole head, it may be from rubbing on the condom or from a slight allergic reaction to whatever is inside the condom or to the condom itself. If you mean just the tip at the urethral opening, I expect it's on too tight and hitting the end.

It almost certainly is irritation from whatever you were doing.
If you mean the very tip at the urethral opening, what were you doing to rub that raw? The opening to the urethra is very sensitive inside the opening. If you were rubbing the end sideways that motion pulls the inner part out so it rubs against whatever you are pushing it against and easily irritates it. You may not feel it until after you are through.
If you mean the glans or head, again how were you rubbing it? It's still probably just a friction burn. You are not likely to feel it until after you finish. Are you circumcised? Were you dry rubbing the head? Did you have it inside something? Some guys here have mentioned sticking it into the crack between cushions. That could certainly give you road rash.
