What is wrong???

Hi, I am 15 and I think I have something wrong with my penis to start with it is noticabally bent to the left when errected, my foreskin will not pull over my penis head due to a piece of skin attatched to the penis head and I have White little spots on the fattest part of my penis head can someone give me some advice???? Asap thanks...
