So when I shower and clean around, I notice when I pull my skin back, I don't see any smegma.

I'm interested in where it forms exactly? Like over the glans? Or farther deep down?

Also I would like to know what even happens if you let smegma build up? Because it was only about a year ago that I found out I should be pulling back my skin, and I'm 18. 

Even without knowing I should have been pulling it back, I haven't really noticed any issues of smegma build-up. I do not recall irritation or anything itching with my penis, and now when I pull back to try and clean it, it looks fine.

According to some medical literature, smegma is formed by a tiny gland which is situated at the tip of the frenulum called the Tyson's gland. However, later studies have disproved this. 

Smegma if allowed to accumulate could make the penis smell offensive due to bacterial action on it. It is also implicated in some penile infections like balanities and was also implicated as one of the causes of penile cancer in earlier medical literature.

Smegma production is said to vary from person to person and even in intact or uncircumcised individuals. Some produces a lot while some do not. You could be in the case of the latter.
