Hm, in my opinion, but bear in mind that I’m not an expert, it’s better and it means that your body has got used to your exercises and that those exercises suit your body so that you can achieve a lower heart rate during exercising. Do you know that it’s better when heart rate is generally lower? That means that your heart will be in better condition when you get older. A certain athlete, I’m not sure if maybe that’s Lance Armstrong has a very low heart rate while cycling and that is considered to be good. All this doesn’t mean that you shouldn’t go to your doctor and tell him how you feel and if necessary have a medical check-up.
