When I mastrubated when I was 11 years old, a little bit of sticky transparent liquid was collected on the tip of my penis. Now at 13 years of age, nothing has really changed. I might have got a little bit more pubic hair but its still not dark. so what im asking is: why has nothing really changed? And have I hit puberty yet?

If you can ejaculate, and from what you say you can, then you ARE in puberty.
Not everything happens at once. We all develop at different rates/times.
Give it some time. You are normal.
