Well, I'm 13 and recently got worried about my penis. If I pull my foreskin down, the head of my penis will not let it go all the way down, due to a part of it being stuck under my penis, in the straight stripe-looking shaft or what-ever you call it. Anyhow, it's painful, if I try to pull the skin out of there, and I'm not sure if I should, if this is a disease or not. It's causing me problems, since I can't wash my penis, correctly and I'm afraid it might get infected. Is there any way to solve this?
I can't consult the doctor. Is there any way to get rid of it, on your own?
First thing is to Google frenulum for pictures of a frenulum. I think that may be what you are talking about. By your description I don't think your problem is phimosis. If it's your frenulum that is keeping it from going back all the way, that can be fixed by having it removed. The frenulum, NOT your foreskin!!!

Doesn't sound like a disease to me.
Many boys describe this as a "banjo string".
It runs from the dorsal shaft of the penis to the head or glanz.
Check out those photos to see if we're talking about the same thing.

Yeap, that's it. The Frenulum one. Is there a possibility it's going to just snap off, if I have sex / keep trying to get it off? Or, if there's no downside to it / nothing wrong with it, should I just leave it there?
If it doesn't bother you, there's no reason to do anything with it.
If it hurts during sex you may want to get it cut.
We knew nothing about fixing anything like that when I got married back in the dark ages and mine actually ripped during sex. After ripping it several times there was nothing left of it so it's just the same as it would be today if you had it cut by a good doctor. I don't remember it hurting much but some guys on here have said it hurt really bad when they tore theirs.

He can advise you if there is anything to be done, or SHOULD be done.
