It's normal because you haven't hit puberty yet. I'm 13 about to be 14 and mine is 5 in soft and 6.5 in hard.
5 soft will look great when taking a shower, guys will think your more than 7 when erect

Penis size growth becomes a part of puberty at any age. Sometimes it happens late for people, sometimes it happens early. I doubt your having any kind of sexual activity towards another person at your age, so I wouldn't think you would need to feel insecure about anything.

Your size is perfect for your age because every guy/girl goes through puberty at different stages to each other, a guy of 12 might have a mass of pubic hair but only have a 4 inch erect penis and not be able to produce sperm where as his friend the same age might have little to no pubic hair a 5.5 inch average adult size penis and be able to produce sperm, no guy going through early puberty will be the same that goes to all of you asking the same question.
You sound like me 3 months ago. For some reason I haven't grown any armpit hair and I have little pubes but lots of ball hair.
