I am a 5'2, 16 year old female that currently weights about 220 pounds. For years I've tried dieting, exercising, and even starvation to lose weight but it seems like nothing works. If you have really tried everything and nothing seems to work then one has to accept a few facts. If there is a background of 'big bonedness' in your family then it can be extremely difficult to lose the pounds. Having said that, there is one form of exercise, if not already tried that can do wonders and that is swimming but it needs to be regular and sustained. If you are not as fit as you would like to be then start off with what you can manage without going over the top and gradually build up the lengths you are able to manage. There is no better way to burn off the calories. But of course there is no point in all of this if there are more calories going in than one is burning off, which of course means a balanced diet. Take a carefull look on the internet at the diet of a Olympic swimmer and you cannot go wrong. I hope that helps.
