Bumps on penis, Itchiness spread from thighs to entire body

Hi. For a few weeks now Ive had quite a bit of an itch issue. It started out as a couple bumps on the penis and very itchy inner thighs that kept me awake at night. I visited my doctor and was given Triamcinolone Acetonide because it was thought that it could be a chemical reaction and also a one-use scabies medication just to be safe (a couple weeks ago a family member had been diagnosed with scabies) and began using the cream. The itch no longer keeps me up at night but it moves around throughout my whole body (Legs, thighs, upper body, currently the arms.) Every day or two its in a different place and bumps occaisionally appear in places that I dont even itch (a couple between thumb and index finger a couple between the toes and some that appear at random places, all of which only last for a couple days.) I was wondering if there is a specific cause for this or is it simply caused because of the itching Ive been doing?
