I really hope you mean he had a vasectomy.  The answer is "maybe."

How long ago did he have the vasectomy?  It takes a while to get rid of all the sperm in his body.

Did he have a follow up semen analysis?

Sometimes too, the vasectomy can reverse itself.  It's rare but yes it can happen.
