Yes it can be harmful.
Without blood flow the tissues start to die. In addition, tying it tightly can damage the corpus cavernosum, the tissues that "swell' with blood and cause erections.
Keep it up and you won't be able to get it up.

If I'm understanding you right you was doing it to hold the ejaculant back. If that's the case I recall reading one time were that can be harmful too.
